Government
The Harrovian system of government is a constitutional monarchy with a parliamentary system. The Harrowlands’ government is bound by the uncodified Harrovian Constitution. It is a mixed and balanced constitution, comprising elements of monarchy, aristocracy and democracy, with the monarch actively heading the executive government while the power to tax and make laws is vested in Parliament (a supreme elected House of Commons and an inferior hereditary House of Lords). Thus it is said that the monarch rules through Parliament but not over it; Harrow is ruled as a 'balance polity' by both the monarch and Parliament. The constitution itself is not codified within a single document, but is an evolved - and evolving - constitution, made up of Acts of Parliament, common law, treaties and constitutional documents, as well as unwritten convention and precedent.
All constitutional executive authority in the Harrowlands is vested in the Sovereign. The Sovereign appoints ministers, notably the Lord High Treasurer, who sit in the Privy Council to give advice to the Sovereign.
