The Harrowlands is divided in 20 counties that have all existed essentially in their current form since Old Harrowish and Viking times. Each of the counties have their own local government bodies, although within the counties there are smaller local government divisions for parishes and metropolitan areas etc. Most of the counties were once the feudal owndoms of dukes, earls, barons etc. and a few can trace their origins back to Old Harrowish, Gwynnic and Brittonic petty kingdoms in the Dark Ages (e.g. Haremere, Strathearn, Sudmere).
